This confusion stems from mixing up two completely different metrics: the NEET Qualifying Score versus the State Admission Cutoff.
1. What is the NEET Qualifying Score?
The NEET qualifying score is the minimum mark required to pass the exam, set at the 50th percentile for General/EWS candidates (~135–160 out of 720) and 40th percentile for reserved categories (~107–125). Crossing this score legally certifies that you have passed NEET.
2. What is the J&K State Admission Cutoff?
The admission cutoff is the mark of the LAST candidate who secured a government seat in Jammu & Kashmir. Because J&K has roughly 1,100 government medical seats for 40,000+ applicants, state quota cutoffs close at 600+ marks.
Scoring 450 or 500 marks means you passed NEET with distinction, but missed the government seat cutoff simply because of severe seat scarcity in J&K.
3. Why NEET Qualifying Score is ALL You Need for MBBS Abroad
Foreign public medical universities do not participate in India's competitive rank cutoffs. Under NMC regulations, ANY Indian student who meets the basic NEET qualifying score is 100% legally eligible to enroll in a WHO-listed foreign university.
This means a student with 250 or 400 marks receives the exact same NMC eligibility, English-medium education, and licensing exam rights as a student with 600 marks.
